MTNL browsing problem dl impossible

cannot browse without having to refresh the same page about 4-5 times and downloading is impossible.The connection is very intermittent and lasts for a second before i have to refresh.I have detected high packet loss and high network latency. MTNL browsing problem dl impossible I called 1504 MTNL customer care but it was useless as they ask to ping the router,disable/enable network connection,restart router,etc. in a very stereotypical way.:And then she tells me that the connection is perfectly alright and it is a problem with some sites but i am facing problem on all sites.(I am facing this problem since Feb.14.I was told the next day that there was some server problem on Feb.14. Another way to explain my problem-I open IE and the home page does not load without refreshing again and again. Moreover, I cannot do a simple speedtest(tried speedtest.net) let alone download anything.The speedtest cannot complete because the connection is lost during the speedtest.
